The Alpena-Montmorency Conservation District is your local Hunting Access Program (HAP) resource. This is a program from the Michigan Department of Natural Resources (MDNR) that is a financial opportunity for landowners willing to open their land for public hunting. The MDNR leases private lands from landowners who give licensed hunters access to their property, generally on a first-come, first-served basis.
